The Inflation Reduction Act included major benefit design changes as part of the Part D redesign provisions, including a maximum monthly cap on cost sharing program in which Part D enrollees may elect to participate. The program, referred to as the Medicare Prescription Payment Plan, has the potential to improve beneficiary access to medicines through patient affordability. PhRMA provided comments on part one of the draft guidance, including feedback on a number of policies such as program calculations, outreach and education, program election and beneficiary protections.
