PhRMA submitted comments in response to the Federal Trade Commission’s Request for Information on the business practices of pharmacy benefit managers (PBMs) and their impact on independent pharmacies and consumers. Our comments discuss the growing influence of PBMs in the distribution and payment system for prescription medicines and the ways in which PBM business practices and PBM financial incentives may negatively impact patient access to medicines and patient out‐of‐pocket costs.
